Counts of crashes are commonly used to evaluate safety problems at a location. but without weighted data. There is a belief that the more severe crashes should have greater weights in identifying unsafe locations on the basis of crash costs. Results of the crash severity method are sensitive to various weighting systems.

Although there is no consensus on how the optimum weighting system should be developed, but basically this approach takes into account the severity of each accident (or victim) by computing the severity index which includes proportional coefficients for each category of severity (slight, severe and fatal).

Research questions are:

- How do crash various sets of severity indices influence the identification of accident black spots?
- Whether a new classification system of severities would change black spot locations?
- How could GIS tools be used in the analysis of sections of the road network which have been in operation for more than three years and upon which a large number of serious accidents in proportion to the traffic flow have occurred?
- How could spatial autocorrelation methods and accident severity indices be combined?
