Description of the research topic:

The period from the millennium to the present saw such important socio-economic changes in the whole world (and thus, in Europe as well) that have greatly affected public administration, including the territorial level of state administration. These changes in Hungary as well as abroad resulted public policy decisions performed on different kinds of principles, which are typically defined within the framework of centralization-decentralization, or integration-disintegration. However, territorial state administration cannot be examined by itself – we must also consider the effects of the dynamic changes of the entire public administration and all its subsystems. The topic therefore requires a complex and comprehensive approach that entails, among others, an adequate level of historical, international comparative, empirical, political, political scientific, legal dogmatic and judicial sociological methods. It is also important to clarify that this field of research investigates not only the functional, organizational, operational, HR and financial matters of the entire territorial state administration, but also how the system handles its specific tasks and spheres of authority, for example, regarding healthcare, transportation or land administration.
