Description of the research topic:

Self-government as local decentralized autonomy means organizational, regulatory, administrative, economic and financial autonomy. Local self-government denotes the right and the ability of local authorities, within the limits of the law, to regulate and manage a substantial share of public affairs under their own responsibility and in the interests of the local population. At the same time, this "sovereignty" is exercised only in a limited and local way, framed by constitutions and laws, and is subject to various state control and supervision. In the field of political science and governmental studies, the day-to-day management issues include how many public tasks and financial resources are centralized or left to local governments; the most pressing issues are municipal debt and e-government. All countries are confronted with these organizational, public task and financial management issues. The common denominator, which can be considered as an international standard, is the Convention on the European Charter of Local Self-Government adopted by the Council of Europe on 15th October 1985 in Strasbourg. The European Union manifests this issue in the principle of subsidiarity, which aims to determine the level of intervention that is most relevant in the areas of competences shared between the EU and the EU countries.
