Description of the research topic:
The general wisdom is that policy domains are characterized by stability. Change is mostly incremental and major policy refoms are rare. This is not necesserily the case in Hungary where policies seem to be changing constantly. The research aims at describing the patterns of policy change in Hungary and explain its drivers. Although top-down reforms dominate policy changes, other social and political actors, like experts, the bureaucracy, NGOs or the media may also influence the policy agenda and policy change. The research may use both quantitative analysis, reyling on the databases of the Hungarian Comparative Agendas Project, or apply qualitative research and case study analysis.
