Description of the research topic:
a./ Antecedents: There is a growing social need of reducing pollution in urban areas, especially in high smog level cases that hazards the whole environment. Transportation is significant polluter in urban areas, although current policy instruments to influencing the transportation are mostly ineligible to reach the environmental objectives. Numerous cases of empirical experience demonstrate that there are efficient policy instruments, but scientists mostly propose implementing best practices, because the social-economic-environmental framework cannot be modelled in a reliable way. Thus access control of urban transportation relies usually on empirical approach.
b./ Aim of research: The general objective is exploring and evaluating the current policy instruments and methods of access control, setting up theoretical background of efficient access control of urban transportation based on relationships of energy, environment and economics, moreover critically reviewing the conditions of real implementation in practice.
c./ Tasks to be performed, their main elements, time requirement:
1. Literature review, setting up the state-of-the-art, even in theory and in
practice – 1 year.
2. Elaborating theoretical background of access control of urban
transportation in environmental point of view. – 1,5 year.
3. Verification of the new theory based approach, analysing
requirements of implementation – 1,5 year.
