Less developed regions, also known as peripheral or non-metropolitan areas, are receiving more and more emphasis in economic policy. These regions are typically characterized by a lower level of investment, a low level of trust-based cooperation and innovation efforts, a lack of critical mass, and a lack of adequate services available to business and the private sector. At the same time, growth and development are needed in the less developed regions and great emphasis must be placed on innovation, to build a knowledge-based economy and society. To develop the economy of less developed regions, a place-based approach is needed, as highlighted by the strategy of intelligent specialization, however the opportunities, actors, and tools that promote the development of these regions need to be sought further. One of the possibilities nowadays is digitization.
