A kutatási téma leírása:
a./ Background: Road transport users bear the burden of the damage caused by modal shift in many forms, but only partially. The social cost pricing methodology provides a good basis for preparing the ground for the inclusion of various external costs, but the new external cost rates further fragment an already diversified and inefficient pricing system. Modern charging principles require a more tangible and transparent charging system for users, which is user- and polluter-pays oriented and at the same time fair and efficient. There is a clear trend towards this in higher policy levels, but practical adaptation is still to be achieved.
b./ Aim of the research: The aim of the research is to explore and evaluate in a complex way the currently applied pricing methodologies, to build up the conceptual basis for a purely mobility-based (i.e. no flat-rate charges) pricing system based on transport cost and revenue accounts, and to critically evaluate the conditions for its practical applicability.
c./ The tasks to be carried out, their main elements and time requirements (literature research, theoretical calculations, scaling-up, preparation of a thesis):
1. literature research, processing and evaluation of results and empirical experience - 1 year.
2. development of the theoretical basis for a mobility-based pricing system - 1.5 years.
3. verification of the new pricing system developed, analysis of the implementation conditions - 1.5 years.
