The history of education policy can be described by analyzing the birth and implementation of education laws and regulations, by analyzing the history of education administration and policy, by analyzing the history of the national discourse of actors in education. If a PhD student is interested in these aspects, she or he must choose a period or a sub-topic of education policy. However, there is also a way to process the educational policy story of an educational actor (eg a church, a teacher association or a political party) or a locality (town or county).
