Communities in seismically moderate hazardous areas with no collective memories about past earthquakes are exposed to a hazard that they are not prepared for. Experiencing other near-disasters, such as floods, without sustaining damage, may create a false sense of security or shift focus from needed vulnerability evaluations and rehabilitation efforts. The seismic hazard, vulnerability, and earthquake risk may be underestimated by both engineers and authorities or may not be properly quantified in moderately hazardous areas. Past buildings and other infrastructure elements might not have been designed against earthquake loads. Even recent changes in the seismic codes are often not accepted by many engineers, hindering the abilities to take the proper mitigation measures.
The goal is to determine the actual risk perception of communities based on questioners and to evaluate risk acceptance of engineering professionals that can be captured through the applied code changes.
