Description of the research topic:

Legal regulation is a necessary tool for developing and protecting human resources. It also gives legal frames to education and training. At the same time, other norms make also influence on these fields (e.g., cultural background, morality, traditions etc.). These other norms may support voluntary arrangements and a general social consensus without legal intervention. Rights-based regulation make available of human resource development, education and training for those who wish to enter the labour market, for example by supporting better access to education and training. These and related issues could be the focus of the research in the context of European and international norms.
