Impact of the 2022 NATO Strategic Concept on Military Force Transformation

Description of the research topic:

At the NATO summit in Madrid (June 29, 2022), the heads of state and government approved the Alliance's new strategic concept (eighth in a row). The document outlines NATO's long-term goals, character, and core defense tasks until 2030s. Based on the strategic concept, NATO determines the size, readiness, and deployment of NATO forces, and continues defense and operational planning. The tasks formulated in the strategy will shape the doctrines, procedures, and standards, but pervades every detail of the Alliance operation. As a NATO document, it affects the security and defense policy of the member states, including Hungary, sooner or later all nations will adapt the concept, principles and regulations of the new strategy. The research examines the impact of NATO's New Force Model on national capability goals and requirements in Eastern-Central Europe. The comparative analysis examines the force developments of the V-4 and the Eastern European Wing Countries using the DOTMLPFI approach. In terms of Hungary, the research is based on the Zrínyi National Defense and Armed Forces Development Program, which is the subject of a critical examination from the point of view of international trends (NATO, EU) and the image of the armed forces after 2030. The analysis covers the double use of the Hungarian Defence Forces: the use of the offered forces for NATO operations (Art 5), and the independent national defense tasks of the HDF until the arrival of NATO forces or the independent fighting of a military conflict in Asymmetrical circumstances.

The doctoral research topic is part of the MoD's 2022-2023 research proposals (MOD Military Management Department, topic 5, HDF Force Modernization and Transformation Command, topic 103)
