Description of the research topic:

In the past decade, disasters have increasingly gained prominence in many countries worldwide, including our own. Disaster preparedness is becoming a more discussed topic in the literature, which also enhances the scientific basis for dealing with the subject. The WHO also emphasizes disaster preparedness and response in the European region, formulating recommendations for various healthcare situations. (http://www.who.int/mediacentre/factsheets/fs090/en/) Although emergency healthcare services must be provided during states of emergency, urgency, and crisis, significant differences and similarities in organization can be observed among different countries, warranting further analysis.

The provision of security for mass gatherings is gaining importance, as not only global or continent-wide events raise security, national security organization, and healthcare delivery issues, but also events attracting a larger number of people on a national or regional scale. Various organizations and authorities prepare for such events differently, and coordination among them is essential to ensure successful disaster management if needed.

Biological, chemical, nuclear, terrorist attacks/actions, and natural disasters threatening the civilian population also have a specific impact on healthcare delivery systems. Care for the injured and sick must be ensured even amidst disasters. In such situations, the mass nature of accidents and illnesses often becomes a significant consideration, demanding the application of different organizational and care schemes, while keeping the role of triage in mind. Recent changes in the concepts of mass care and triage necessitate analysis to aid in the planning and organization of modern disaster healthcare.
