Description of the research topic:

Innovative public procurement is a prerequisite for building resilience and preparing for future crises, which requires not only strong IT support but also innovative and creative market players. The analysis of innovation in public procurement can be achieved through a variety of research methodologies, ranging from data analysis, comparative analysis to interview-based and questionnaire analysis. The following three broad research strands are relevant to this topic:
1. Big data and public procurement indicators
In public spending, contracting authorities face a number of challenges, whereby the lack of data and the diverse set of objectives in public procurement further complicate their task. From a methodological point of view, big data analysis and the development of indicators to analyse the public procurement market are becoming increasingly important in public procurement research in order to understand how the market works. European public procurement data could be one of the most important bases for this research.
2. Comparative analysis of long-term procurement models
In addition to innovative types of procedures, two long-term procurement models have been introduced in the European Union to ensure long-term and secure supplies, which are partly helpful and partly hindering market players: framework agreements and dynamic purchasing systems. The available methods and techniques constitute a framework which can be analysed and compared with other solutions, such as those in the USA, in order to compare the models of these methods and analyse the available data by means of comparative analysis.
3. Public procurement as a tool for climate protection and social responsibility
Climate change and the social problems that partly result from it are encouraging contracting authorities to take on greater social responsibility, which calls for new types of public procurement legislation and the rational use of innovative technologies. The main way of obtaining the views of market players and analysing their legal instruments and technical solutions in the context of public procurement is through interviews with stakeholders.
