Description of the research topic:

The development of industrial safety regulations in the disaster management system in Hungary dates back more than twenty years. In addition to overseeing activities involving dangerous substances and the transport of dangerous goods, disaster management tasks related to vital components and nuclear emergency preparedness have also emerged. In the course of industrial safety incidents, the authorities also perform chemical and radiation protection tasks. The industrial safety legal institution and the system of technical tools are a constant challenge for industry, authorities and local governments as well.
On the one hand, the topicality of the subject is given by the fact that the actors of foreign and domestic industry, economic entities engaged in the transport of dangerous goods, operators of critical infrastructure elements and disaster management authorities have gained extensive experience in the implementation of industrial safety legislation. The scientific processing of operator and regulatory experience, the unification and harmonization of procedures and tools, and the achievement of new methodological scientific results are yet to come. The renewal of the dangerous substances remediation system, the introduction of a new equipment system, the development of accredited sampling and the industrial safety investigation of incidents are key tasks.
Research objectives:
Analysis of the applicability of the methods published in foreign and domestic literature and applied in professional practice, comparative analysis of ready-made safety documentation, operator internal safety plans and external safety plans, accident reports. Develop goal-oriented methods and procedures that adapt to possible EU and UN requirements and the needs of domestic industrial safety authorities. Critical comparison of the methods and procedures based on the developed technical requirements with the safety documentation and plans approved by the authority.
New scientific result to be achieved:
Elaboration of a procedure and methodology based on specific technical requirements, operator and official technical equipment system - in accordance with scientific objectives - to harmonize, further unify, optimize and develop the Hungarian industrial safety legal, institutional, procedural and equipment system, as well as the industrial safety task system.
