Description of the research topic:

As a condition for joining the European Union in the early 2000’s, Hungary incorporated the so-called "law" in its domestic legal order. Seveso Directive, which applies to business organizations that produce and use large quantities of dangerous substances. According to the regulations, business organizations fall within the scope of the Directive may carry out dangerous activities with the permission of the Disaster Management Authority. During the licensing process, business organizations must demonstrate through quantitative risk analysis that their activities do not pose a higher risk to the population and the natural environment than a socially acceptable level, and demonstrate that they are prepared to mitigate and reduce the consequences of a major industrial accident.
As a result of global climate change, the occurance of extreme meteorological and natural phenomena has accelerated, which can affect the normal operating process of business organizations engaged in hazardous activities. A sudden heavy rainfall, following a lightning flood, could damage technological equipment and expose hazardous materials to the external environment . Dangerous materials released into the external environment not only spread in the air, but can also pollute the built and natural environment, such as soil, groundwater and living water for long periods of time.
Based on the experiences gained from events that have occurred, reassessment of hazard analysis methodologies, examining the effectiveness of control methods, and developing new methods result in a qualitative improvement in disaster preparedness and control.
I am convinced that the scientific research and development of this topic such as the protection of the environment and population is in the public interest.
The results can greatly assist the work of all law enforcement agencies, primarily the authorities responsible for environmental protection and for disaster management.
Research objectives:
Systematic examination of environmental aspects of industrial safety to prevent industrial accidents involving dangerous substances and to improve the effectiveness of control in the event of an eventual accident.
New scientific result to be achieved:
Concrete recommendations for re-evaluating, fine-tuning current risk analysis methodologies, examining the effectiveness of control methods, researching and controlling new methods and the harmonization, further unification, optimization and improvement of the industrial security system.
