Description of the research topic:

The industrial safety organization system of disaster management performs official tasks and inspections at all levels of public administration, and coordinates planning and response tasks. An essential element of the activity is the professional supervision and coordination of the prevention and recovery of events in the presence of dangerous substances.
Evaluation of the experience of nearly two decades of industrial safety authority activity, comparison with foreign examples, creation of uniform official law practice, industrial safety identification and threat analysis of regulated activities, preparation of risk maps, elaboration of public protection concepts and forecasting systems, protection plans preparation and comprehensive evaluation, further development of the incident investigation system, conducting coordinated inspections with co-authorities, loss of co-operation may be a task to be researched independently within the topic.
Research objectives:

1. Analysis of the applicability of the methods published in the foreign and domestic literature and applied in professional practice, comparative analysis of ready-made safety documentation, operator protection plans and (public) safety plans, accident reports.
2. Develop goal-oriented methods and procedures that adapt to possible EU and UN requirements and the needs of domestic industrial safety authorities.
3. A critical comparison of the methods and procedures developed with the safety documentation and plans adopted by the Authority.
New scientific result to be achieved:
1. Development of new procedures and methods by which operators of dangerous plants and consignments or operators of critical infrastructure may demonstrate their safe operation and that they have taken all reasonable steps to prevent major accidents (industrial and transport) and the loss of the infrastructure element .
2. Adaptation of good foreign authority and operator practice.
3. Harmonization and standardization of official enforcement procedures.
4. Testing individual procedures and methods, software, comparing their results, comparing them with real documentation and databases.
5. Elaboration of scientifically based technical proposals for the amendment of the existing legislation, elaboration of new regulatory principles, preparation of impact studies.
6. Scientific processing of individual regulatory and enforcement needs in the field and preparation of professional proposals based on the evaluation.
