Description of the research topic:

a. Introduction. Recently, it has become more and more important to consider the aspects of different stakeholder groups’ in a transport develpoment decision making process and the need of creating a consensus among them has also been in focus for decades. This also refers to emerging transport solutions such as shared mobility. Multi-criteria decision making (MCDM) offers a wide range of methodological tools for solving this problem, however, even on an international level there are only few publications dealing with consensual decision making in public transport development decisions. The number of case studies is also low in this field.
b. The objective of the research. To construct such a (possibly hybrid) methodology and model which is capable of synthesizing the aspects of the stakeholder groups of the public transport not only theoretically but also practically in a public transport development decision.
c. Tasks, main elements, scheduling of the research.
a. Literature review. Identifying and analyzing the previous results of the field, determining the theoretical gaps and pitfalls of the current methodologies – 1 year.
b. Creating the consensual model for decision support which is capable of synthesizing the evaluations of different stakeholder groups e.g. passengers, public transport company managers, municipalities, government officers. Sensitivity analysis and consistency check are also required in the elaborated technique – 1,5 year.
c. 3. Verifying the created model and analyzing the preconditions and possible application pitfalls – 1 year.
