Description of the research topic:

The phenomenon of terrorism has changed radically in recent decades, taking on new shapes and becoming even a global threat. Behind this change there are significant changes in the global political environment, regional and local social conditions and technical / technological conditions. Global preconditions include among others the glaring inequalities in global social and economic development, its climate-geographic reasons and economic interests and the policy of great powers as well as the development and responses of local societies in lagging regions. The revolution of information and telecommunication technologies, including the development of artificial intelligence, has provided technical and technological innovations to state and non-state actors engaged in hybrid warfare or terrorism that allow them to go far beyond the traditional nature of terrorism and are suitable for the partial or entire blocking of the basic functions of the attacked societies. The targets of international terrorism have changed accordingly: possessing weapons of mass destruction and modern information technology, terrorism is able to start total war and to attempt to destroy vulnerable critical infrastructures. That is why the main task of prevention is to protect the latter as their uninterrupted operation is an essential condition for the effective functioning of federal and national defense systems and the security of citizens.

Research purposes:
The task of the research and the prospective dissertation is to present the preconditions and characteristics of the new type(s) of terrorism, in comparison with the older forms of terrorism, and to present its changed targets on appropriate examples. The characteristics of hybrid warfare need to be analyzed. Particular attention should be paid to national defense tasks related to counter-terrorism, including the protection of critical infrastructure and the prevention of attacks on it. The concept, characteristics, importance, functions of critical infrastructures, the conditions and requirements for the effective protection of each critical infrastructure in terms of financial and human resources and administrative activities need to be clarified. The potential consequences of malfunctions and downtime, the measures to be taken to prevent them and to ensure resilience should be discussed. The relevant international and domestic regulations and the different responses to each risk need to be assessed. An outline of the interdependence of critical infrastructures and the legal and technical conditions for their cooperation needs to be developed, given the growing number and responsibilities of critical infrastructures in an increasingly complex legal, administrative and structural world, as well as the evolution of data security in accounting and financial management systems (GDPR regulations, banking security, agricultural security, food security, energy security, transport security, telecommunications security, etc.). A separate area of research is the applicability and expected future application of artificial intelligence in the field of critical infrastructures. Ways to address risks and threats need to be developed and proposals made to improve existing protection systems and create new ones.
