Description of the research topic:

Political violence still plays a significant role in our world. During the civil wars, a large number of crimes against humanity are committed that are not time-barred under international law. Victims of such politically motivated crimes need special protection, as their families and their wider social environment become victims. Such events cause significant social damage that can only be remedied by the generational work of several generations. A good example of this is the Rwandan civil war and the genocide committed during this war. However, the phenomenon is not unique, especially in the area of civil wars and tribal wars. The populations of failed states are particularly at risk. International law and international courts cannot prevent these events. They can only deal with such events and the perpetrators in a reactive way. The possibilities for victim protection are extremely limited. International NGOs also play an important role in this. The international migration crisis that began in 2015 was also driven by wars and genocides and persecution. In this regard, Africa also deserves special attention, whose populations, despite rapid development, continue to be threatened by civil wars and tribal conflicts. International organizations within and outside Africa, for example, but also the United Nations and the EU, as well as NATO, play an important role in addressing such political risks, as we have seen in Afghanistan, for example. There are also technical and technological preconditions for victim protection. The assessment and development of applicable technical and personnel needs and tools is of paramount importance for the development of both international law and the domestic law of states.

Concept of the project:
The aim of the project is to present and analyze the causal and structural aspects of crimes against humanity and the reactions of the international community to them. The reactions are, of course, not only embodied in legal texts, but also in specific victim protection measures, which are an important element of, inter alia, peacekeeping and peace-building operations. The research will explore the legal and technical conditions of victim protection in different geographical, social and security policy environments, with a view to regional and global political environments. Work with victims imposes a great social responsibility on states and NGOs. Organizing work on them in itself requires interdisciplinary and intersectional knowledge at both individual and community levels. Victim responsibility also has significant financial implications. Repairing personal, social and material damage takes an extremely long time and severely hampers the social and economic development of these regions, including their integration into the global order, preserves backwardness, ethnic and political fears and hostile emotions. However, methodologies developed in individual countries require international comparison and evaluation.

Gathering international data and information and progressing the relevant literature, as well as comparative analysis and empirical field research

To acquire and systematize comprehensive and detailed knowledge as well as to achieve new research results.
