Description of the research topic:

Although there are widely used guidelines to collect and analyse data on R&D and innovation – the Frascati and Oslo Manuals –, it is not straightforward to find an appropriate way to assess R&D and innovation performance. R&D is such a complex, multifaceted process that it cannot be sufficiently characterised just by two or three indicators, and that applies to innovation a fortiori. Hence, there is always a need to select a certain set of indicators to depict innovation processes, and especially to analyse and assess innovation performance. The choice of indicators is, therefore, an important decision reflecting the mindset of those decision-makers who have chosen them. Significantly less experience has been accumulated concerning the measurement of social innovation processes as research on these issues started much later. A thesis can assess the relevance of the indicators used to measure business and social innovations, addressing the following specific questions: To what extent the indicators identified by the European Innovation Scoreboard and the Global Innovation Index are relevant to capture various types of business innovations, especially R&D-based and non-R&D-based ones, and thus underpin managerial decisions? 2) What is the relevance of the composite indices (e.g. the Summary Innovation Index and GII) for STI policy analyses and policy decisions? 3) What can be learnt from the notions and methods developed to measure business innovations from the angle of capturing social innovations and develop new methods to this end? 4) To what extent the indicators identified by the TEPSIE Framework – and other recent approaches – are relevant to capture various types of social innovations?
