Description of the research topic:

The Covid-19 virus epidemic, a major and global threat in 2020, highlighted the vulnerabilities of regional and national healthcare systems, although their performance is a prerequisite for the safe and effective operation of con-federal and national defense and disaster response systems and for the security of citizens in both peacetime and war situations. Another priority area of social security is the security of care systems, including so-called critical infrastructures, which ensure the safe operation of health care systems (or other social services and operating conditions for the national economy) even in the case of an epidemic. Therefore, scientific study of the interaction of these two functional endpoints is essential.
Aims:
The research and the dissertation based on it has to present and describe the critical infrastructures, their concept, properties, importance, functions, the differences of each critical infrastructure and the conditions and needs for their effective protection in terms of material and human resources and administrative activities and actions. It covers the potential consequences of malfunctions and downtime, their prevention, and the provision and continuous strengthening of resilience, presenting and evaluating international and domestic legal regulations and the different responses to each risk. The organizational system that guarantees health security is itself one of the critical infrastructures that interacts with all the others, on the one hand, they ensure their smooth operation, while their efficient operation is a precondition for the functioning of the health system. The conditions for the legal guarantee and functional operation of this mutual interactive relationship need to be developed. It should be borne in mind that in an increasingly complex legal, administrative and structural world, the number and responsibilities of critical infrastructures are expanding, as evidenced, inter alia, by the development of data security systems for registries and financial management (see other GDPR regulations, banking security, agricultural security, food security, energy security, transport security, ICT security, etc.). A separate area of research is the applicability and expected future application of artificial intelligence in critical infrastructures, especially in the field of health security. Finally, ways to address health security risks and threats, especially in the event of an epidemic (caused by local or introduced exotic pathogens, or intentionally produces for war), should be developed and proposals made to improve existing protection systems and establish new ones.
Methods to be applied, the methodological notions of the research:

Critical review of the Hungarian and international literature, presentation of international and domestic case studies on the management and resolution of challenges, research based on empirical online and offline data collection among experts and managers of the infrastructures involved.
Planned or expected new scientific results:
