Justification of the research topic:
In line with the international and EU requirements, Hungary has achieved a high standard in performing industrial safety authority tasks. The regulation on the control of major accidents involving dangerous substances has been implemented in Hungary for 13 years. Tasks related to the inspection of dangerous materials transportation by road began in 2001.
Based on the experience of the operators and the authority procedures, a new field of law and institution system related to industrial safety was established on 1 January 2012. The renewed disaster management legislation includes industrial safety tasks in the unified system of disaster management. Under the auspices of industrial safety, the range of dangerous establishments has been extended and inspection and licensing of below-tier establishments was launched.
Industrial safety has been making great efforts to increase the safety of dangerous establishments and dangerous goods transport by rail and water.
In addition to the activities related to authority and inspection, those connected to safety planning, public information and urban planning must also be performed.
The topicality of the subject is demonstrated by the fact that foreign and domestic industry, business entities dealing with the transportation of dangerous goods, the operators of critical infrastructure and disaster management have gained extensive experience in the field of industrial safety legislation. However, the scientific analysis of experience, the standardisation of procedures and instruments and the achievement of new methodological scientific results are still ahead. It is a priority to renew the system of response to incidents involving dangerous materials, to apply the new equipment and to develop accredited sampling and the industrial safety investigation of incidents.
I am convinced that the research and development of this topic is beneficial for disaster management, law enforcement agencies (especially MoI National Directorate General for Disaster Management and its subordinates), authorities in charge of environmental protection, technical safety, occupational health, traffic, energy policy, mine safety as well as “the civilian sphere”, such as the operators of the dangerous establishments.
The main scientific objective of the subject is to address these challenges.

Objectives:
To develop and constantly update the methodologies of the innovative procedures, instruments and law implementation, to measure the results for the sake of successful operation.

Research methods:
Comparative analysis of the operators’ and the authorities’ database, study of the decisions and their content.
Critical examination of international regulations, methodological guides on industrial safety, to draw conclusions.
Independent research on the methodological basis of the fulfilment of the operators’ obligations.
Recommendations on the conditions, procedures, instruments and law implementation of industrial safety authority.
