Theoretical underpinnings of innovation policies, policy practices, and impacts: Innovation and Economic Performance in Central European Countries

Description of the research topic:

Systematic, rigorous academic analyses of science, technology and innovation (STI) policy practices (why and how policy tools are chosen, devised and implemented, what decision-preparatory methods are used, to what extent stakeholders are involved in setting policies, if and how STI and other policies that also affect innovation processes and performance are orchestrated) are sparsely available and this deficiency is particularly strong concerning the four Central European countries (the Czech Republic, Hungary, Poland, and Slovakia; CE4 countries, henceforth). Detailed systematic comparative analyses of these issues in the CE4 countries are lacking. A thesis can tackle this deficiency by addressing the following specific questions: 1) Theoretical underpinnings of innovation policies: What STI policy rationales and policy implications can be derived from the major economics paradigms? 2) To what extent the currently dominant metrics of innovation performance (in particular the Innovation Union Scoreboard and the Global Innovation Index) are relevant to measure innovation performance in the CE4 countries and underpin STI policies? 3) To what extent the differences among the CE4 countries – in terms of the evolution and major features of their national innovation systems, that of their STI policy governance sub-system, their STI policy rationale and policy practices – can explain the differences in their innovation performance? 4) Does a more appropriate STI policy rationale, better suited to the specific policy needs of a given CE country, coupled with an astute application of modern decision-preparatory tools and an apt policy governance structure, lead to more effective policy measures? 5) To what extent the differences in the CE4 countries’ innovation performance can explain the differences in the pace and type of their economic development?
