Description of the research topic:

The recognition of the globally changing social relations and people’s fear of insecurity are increasingly getting more emphasis at the end of the 20th century and in the first half of the 21st century. At best, country governments have a disaster management system, as well as the knowledge and capability, but the modern social conditions provide an opportunity for civil society organizations to prepare and be active in this field, to organize the protection of citizens in the case of human and natural disasters. Civil society and non-governmental organizations operating in the world together with the state authorities are picking up the fight in the prevention and restoration of natural and human disasters more and more effectively.
In Hungary and in the world, more and more non-governmental organizations are taking part in ensuring the safety of people, therefore it is important to gather and summarize this knowledge, experience and methods of organizations. To get acquainted with its technical, human and material resources and possibilities, their effectiveness in the prevention, response and recovery of disasters for the safety of citizens. For decades, it has been observed that almost everywhere in the world, citizens have a higher level of trust in non-governmental organizations, which play a role free of politics together with state authorities to protect citizens. By learning from accumulated knowledge and know-how, the prevention, response and recovery of human and natural disasters for the benefit of citizens will be much more effective and successful.
